Authorizes the Board of Land and Natural Resources to approve rental reductions or waivers of up to 20 years for public land leases requiring substantial demolition costs or infrastructure improvements (drainage, sewer, water, electricity, utilities).

Applies to leases for resort, commercial, industrial, other business, or residential purposes where demolition of existing improvements or provision of basic infrastructure is necessary before productive use can occur.

Rental reduction or waiver amount cannot exceed the lessee's total expenditures for demolition or infrastructure provision.

Temporarily modifies Hawaii Revised Statutes Section 171-6 to expand authority beyond the existing one-year limit for resort, commercial, and industrial uses.

Takes effect December 31, 2050, and repeals June 30, 2024, with Section 171-6 reverting to its pre-Act form.
