• Decriminalizes traffic infractions related to vehicular parking and traffic movement on Department of Land and Natural Resources lands (natural area reserves, game management areas, wildlife sanctuaries, and public hunting areas) by reclassifying them from criminal offenses to traffic infractions under chapter 291D.

• Establishes graduated fines for traffic infractions on DLNR lands: $100 for first violation, $200 for second violation, and $500 for third or subsequent violation.

• Maintains criminal penalties for other violations of game laws and DLNR regulations, with misdemeanor and petty misdemeanor classifications depending on the specific offense.

• Allows the environmental court to substitute community service for mandatory fines at a rate of one hour per $10 of fine imposed.

• Takes effect on December 31, 2050.
