Expands revenue sources for the Endangered Species Trust Fund administered by the Department of Land and Natural Resources to support protection of Hawaii's endangered plants and animals.

Removes the word "commercial" from fees and assessments charged for use of public land and waters, allowing both commercial and non-commercial use fees to be designated for the fund.

Fund sources include: retail item sales, private contributions, fees and assessments from public land and water use, enforcement penalties and fines, legislative appropriations, and habitat conservation plan-related deposits and fees.

Effective July 1, 2050.
