Clarifies forest stewardship program to include "privately managed forests" rather than only "privately owned forests," expanding eligible lands for the program.

Increases maximum payments from forest stewardship fund to 75% of costs for developing an approved management plan and 50% of costs for implementing the plan (previously capped at 50% for both).

Removes date restriction (January 1, 1991) that limited eligible lands for sustainable forest management and non-native forest product activities, broadening participation eligibility.

Adds new definition of "program implementation agreement" as a written forest stewardship management contract between the board and applicant.

Effective December 31, 2050.
