Amends Hawaii Revised Statutes Section 200-10(c) to modify moorage fee structures and calculation methods for state small boat harbors.

Removes requirement that moorage fees be higher for nonresidents than residents and eliminates the Schedule A/Schedule B fee tier system that was set to equalize by July 1, 2014.

Changes liveaboard fee increase cap from 5 percent annually to 50 percent in any one year, beginning July 1 of each year.

Revises commercial vessel fee structure to allow the greater of 3 percent of gross revenues or 2 times the recreational moorage fee (previously required 3 percent of gross revenues or 2 times the moorage fee, whichever was greater).

Adds requirement that all fees established by appraisal must be set at fair market value and requires application fees to be set by the department.
