SB 1258 Summary

• Board of Land and Natural Resources may lease any existing state boating facility in its entirety, along with fast lands and submerged lands within facilities, through public auction, request for proposals, or direct negotiation for private development and operation.

• Board approval requires findings that the lessee has: provided public notice of development plans, engaged with affected communities, considered community concerns, and developed a plan to address adverse impacts.

• Eliminates the requirement for prior legislative authorization to award leases for state boating facilities.

• Repeals Section 200-2.6, which contained specific lease requirements for Ala Wai Boat Harbor fast lands and submerged lands.

• Takes effect on December 31, 2050.
