Removes fixed fee amounts for fuel tax permits under Section 243-3, replacing the $5 fee with a reasonable fee to be established by Department of Taxation rule.

Eliminates the $2.50 permit fee for liquor dealers under Section 244D-2(b) and allows the department to establish a reasonable fee by rule, with the permit issued within 48 hours of license issuance.

Changes the annual liquor permit renewal fee from $2.50 to a reasonable fee set by departmental rule under Section 244D-2(c), and caps duplicate permit fees at the amount charged under subsection (b).

Removes the $2.50 license fee for cigarette tax under Section 245-2 and authorizes the department to adopt a reasonable fee by rule.

Replaces the $20 retail tobacco permit fee and $5 duplicate permit fee under Section 245-2.5 with reasonable fees established by departmental rule, capping duplicate fees at the initial permit amount.
