SB1277 Summary

• Adds definition of "out-of-service order" to Hawaii Revised Statutes Section 286-2, referencing federal regulations 49 CFR sections 386.72, 392.5, 392.9a, 395.13, and 396.9, as well as North American Standard Out-of-Service Criteria.

• Prohibits motor carriers with unresolved federal out-of-service orders from completing initial registration of motor carrier vehicles until the order is resolved.

• Requires motor carrier vehicle owners with outstanding federal out-of-service orders to resolve them as a condition for renewal of vehicle registration certificates.

• Amends Section 286-51 to authorize county directors of finance to deny registration renewals to motor carrier vehicle owners who have not resolved federal out-of-service orders, similar to existing authority regarding unpaid traffic citations.

• Effective date: July 1, 2050.
