Adds new sections to Hawaii's State Planning Act (Chapter 226, HRS) establishing objectives and policies for protecting and preserving the "lei of green," a connected system of historic parks and recreational open spaces spanning from Diamond Head to Aloha Tower in Honolulu.

Defines "lei of green" to include Diamond Head state monument, Kapiolani regional park, Ala Wai golf course and canal, Fort DeRussy beach park, Ala Moana regional park, Kewalo basin park, Kakaako waterfront park, Thomas square, and Irwin memorial park.

Establishes four planning objectives: protection and preservation of green public parks and recreational open spaces; expansion of greenways and shoreline promenades; restoration and preservation of lei of green elements; and protection of lei of green resources as an environmental legacy for present and future generations.

Requires the Office of Planning to implement the lei of green policy in coordination with state and county departments and submit a status report with findings, recommendations, and proposed legislation to the legislature and governor no later than twenty days before the 2020 regular legislative session.

Appropriates funds for one temporary full-time equivalent planner position within the Office of Planning for fiscal years 2019-2020 and 2020-2021 to research and compile the required status report; bill becomes effective December 31, 2050.
