Appropriates $50,000,000 for fiscal year 2019-2020 and $50,000,000 for fiscal year 2020-2021 from general revenues to the county of Hawai'i for relief, recovery, mitigation, and remediation from the Kilauea eruption disaster.

Allocates $20,000,000 of each year's appropriation for housing assistance to affected residents.

Allocates $30,000,000 of each year's appropriation as loans to cover the county's local cost share for federal disaster assistance programs, including the 25% cost share requirement for FEMA public assistance and hazard mitigation programs.

Recognizes that the Kilauea eruption destroyed over 700 homes, inundated over 8,000 acres with lava, caused over $100,000,000 in property losses, and resulted in the permanent displacement of residents and economic losses exceeding the county's fiscal capacity.

Takes effect on July 1, 2019.
