SB1303 Summary

• Increases the maximum lease term for Department of Education public school lands from 55 years to 99 years per lease to provide developers greater financing flexibility for redevelopment projects

• Amends Act 206 (2017) to allow the City and County of Honolulu to transfer school facility lands directly to the Department of Education rather than routing transfers through the Department of Land and Natural Resources

• Excludes lands held by the Hawaii Public Housing Authority from the definition of "public lands" under Hawaii Revised Statutes section 171-2

• Adds Hawaii Public Housing Authority lands to the list of lands subject to state department and agency control in section 171-64.7

• Takes effect July 1, 2019
