Establishes minimum appliance efficiency standards for computers, computer monitors, faucets, high color rendering index fluorescent lamps, showerheads, and spray sprinkler bodies sold or installed in Hawaii, adopting California's standards.

Standards become effective January 1, 2021 for sales and January 1, 2022 for installations, requiring all new products to meet specified efficiency levels or be prohibited from sale, lease, or rent in the State.

Authorizes the Director of Business, Economic Development, and Tourism to adopt rules enforcing the standards and allows manufacturers to use existing California, federal, or other state testing and certification programs for compliance.

Protects previously applicable federal energy and water conservation standards from being voided or repealed by establishing them as Hawaii's minimum baseline if federal standards are withdrawn.

Amends public benefits fee administrator duties to include educating appliance manufacturers, distributors, and retailers about the new efficiency standards; effective date is July 1, 2050.
