Requires compliance with the federal Military Selective Service Act for enrollment in state-supported post-secondary institutions, including University of Hawaii campuses, colleges, and community colleges.

Denies state financial assistance (loans, grants, scholarships) for post-secondary education to individuals not in compliance with federal Selective Service registration requirements.

Prohibits individuals not compliant with Selective Service requirements from being eligible for employment or service with the State or any of its political subdivisions and counties.

Exempts individuals under 18 or over 26 years old, those serving on active military duty, non-citizens or non-resident immigrants, Trust Territory or Northern Mariana Islands residents, and those with other valid Selective Service Act exceptions.

Takes effect July 1, 2050, provided that enforcement requirements activate on January 1 following enactment of federal law extending Selective Service registration requirements to include female individuals.
