Increases industrial hemp inspection fees from $35 to $40 per hour per inspector and authorizes charges for traveling expenses and extraordinary services.

Allows the Department of Agriculture to employ temporary inspectors to conduct industrial hemp inspections and deposit their inspection fees into the Certification Services Revolving Fund rather than the Industrial Hemp Special Fund.

Authorizes the Department of Agriculture to set or adopt alternative sampling protocols for industrial hemp plants, rather than requiring the specific sampling method currently mandated by statute.

Amends the Certification Services Revolving Fund and related sections to include industrial hemp inspection services provided by temporary inspectors under section 141-37.

Effective date: July 1, 2150.
