Establishes graduate student assistants employed by the University of Hawaii as a new collective bargaining unit (unit 15) under Hawaii Revised Statutes Section 89-6.

Grants the governor three votes, the board of regents two votes, and the president of the University of Hawaii one vote in negotiations affecting this bargaining unit.

Exempts graduate student assistants from the general prohibition on student help participating in collective bargaining under Section 89-6(f).

Includes bargaining unit 15 in the impasse resolution procedures of Section 89-11(d), allowing mediation and other remedies when negotiations reach an impasse.

Takes effect January 1, 2051.
