Prohibits the abandonment of lay nets on, in, or near state waters used for taking aquatic life, with the Department of Land and Natural Resources authorized to issue permits for possession and use of lay nets.

Defines "lay net" as a gill net deployed in a specific water location and retrieved after a set time period to capture aquatic life.

Exempts persons exercising native Hawaiian rights customarily and traditionally exercised for subsistence, cultural, and religious purposes under Hawaii State Constitution Article XII, Section 7.

Requires the Department of Land and Natural Resources to implement a comprehensive statewide education and enforcement program including outreach on all islands, communication with immigrant populations, and increased monitoring and enforcement efforts.

Takes effect July 1, 2050.
