Exempts owners of chassis used for transporting shipping containers from the requirement to keep a certificate of registration, motor vehicle identification card, certificate of insurance, and certificate of inspection on the chassis itself.

Allows these businesses to keep the original certificates and documents at their principal place of business within the State instead of on the chassis.

Updates section 286-47 of the Hawaii Revised Statutes to add this new exemption alongside existing exemptions for state and county vehicles and commercial rental/dealership vehicles.

Updates section 286-271 to reference the amended section 286-47 regarding commercial vehicle documentation requirements for interisland shipping.

Takes effect upon approval with no retroactive application to rights, duties, or proceedings that occurred before enactment.
