Amends Section 11-334, Hawaii Revised Statutes to add two new preliminary report filing deadlines for candidate committees in general election years: April 30 and October 1.

Restructures preliminary report filing dates by adding April 30 filing deadline (current through June 30) and October 1 deadline, while maintaining existing deadlines of thirty calendar days before elections and ten calendar days before elections.

Adds a new preliminary report filing requirement ten calendar days before general, subsequent special, or subsequent nonpartisan elections, with an exemption for candidates unsuccessful in primary elections or already elected.

Renumbers existing subparagraphs to accommodate new filing deadlines, with the April 30 report now labeled subparagraph (A) and subsequent deadlines relabeled accordingly.

Takes effect upon approval.
