Establishes the Hawaii 2050 Sustainability Plan as the state's official climate and sustainability action plan to guide coordination and implementation of Hawaii's sustainability and climate adaptation goals.

Transfers responsibility for updating the plan from the Office of the Auditor to the Office of Planning, which must submit updated versions to the legislature no later than 20 days before the 2021 regular session and every 10th session thereafter.

Removes the requirement for the auditor to update the plan every ten years and shifts this duty entirely to the Office of Planning.

Appropriates funds from general revenues for fiscal years 2019-2020 and 2020-2021 to the Office of Planning for updating the Hawaii 2050 Sustainability Plan (specific dollar amount not specified in the bill).

Effective date is July 1, 2050.
