Requires each chamber of the legislature to establish rules enabling livestreaming of all public hearings and informational briefings at the state capitol through audiovisual technology available to the public.

Mandates the legislative broadcast program make audio or audiovisual recordings of all public hearings and informational briefings at the state capitol and maintain a public archive of these recordings.

Appropriates funds for fiscal years 2019-2020 and 2020-2021 (amount not specified in bill text) to the legislative reference bureau for purchase of recording equipment, archival materials, and staff necessary to implement the program.

Takes effect on July 1, 2050.
