Abolishes the board of health, which currently serves as an advisory panel to the director of health.

Removes the board of health from the list of boards and commissions required to undergo training under Section 10-41, Hawaii Revised Statutes.

Eliminates statutory provisions creating the board of health as an 11-member advisory body appointed by the governor, including the requirement for at least one resident from each major county.

Modifies Section 321-5 to remove references to the board of health and its president from the definition of "health department" in public health law.

Takes effect upon approval and reflects the legislature's finding that the board no longer adds value to department operations and has been historically difficult to fill.
