Requires the Department of Land and Natural Resources to provide administrative support to the Kaneohe Bay regional council, including staff, drafting, and meeting support, subject to adequate funding and staff availability.

Changes the council chairperson from the administrator of the aquatic resources division to a member selected annually on a rotating basis by council members.

Requires the council to conduct meetings quarterly instead of just annually, in accordance with Hawaii Revised Statutes chapter 92.

Appropriates $25,000 for fiscal year 2019-2020 and $25,000 for fiscal year 2020-2021 to fund a 0.5 FTE staff position to assist the council during meetings.

Effective date of December 31, 2050.
