• Requires the Department of Land and Natural Resources to develop a comprehensive state 2030 natural resources conservation goal action plan through public participation, with submission to the legislature by December 31, 2020.

• Allocates one percent of transient accommodations tax revenues to the special land and development fund for development, submission, and evaluation of the conservation action plan.

• Adds new authorized use (item 11) to the special land and development fund under HRS 171-19(a) for the state 2030 natural resources conservation goal action plan.

• Appropriates $350,000 for fiscal years 2019-2020 and 2020-2021 from general revenues to the Department of Land and Natural Resources for developing the action plan.

• Requires the department to evaluate progress toward the conservation goals and submit evaluation reports to the legislature every two years beginning in 2022.
