Amends the definition of "disclosure date" in Hawaii Revised Statutes Section 11-341(d) to mean the date when an electioneering communication is publicly distributed, rather than the date when expenditures first exceed $2,000.

Redefines disclosure date to include the first date a communication is publicly distributed once expenditures exceed $2,000 in a calendar year, and any subsequent distribution dates if additional $2,000 in aggregate expenditures are made since the most recent disclosure date.

Expands the definition of "electioneering communication" to include advertisements sent by mail at any rate, removing the previous requirement that mail be sent at bulk rate.

Repeals Section 11-341(e), which previously treated executed contracts to make expenditures as completed expenditures.

Takes effect upon approval.
