Amends Section 46-16.8, Hawaii Revised Statutes to expand allowable uses of county surcharge revenues for counties with populations of 500,000 or less.

Allows counties to use surcharge revenues for infrastructure in addition to existing permitted uses of public transportation and Americans with Disabilities Act compliance.

Permits counties to use surcharge revenues for public safety purposes.

Allows counties to use surcharge revenues for any combination of the enumerated uses: public transportation, ADA compliance, infrastructure, and public safety.

Effective date: July 1, 2050.
