Removes restriction on public access to transcripts from contested hearings before the state ethics commission.

Changes the mens rea standard for lobbyist law violations from "wilfully" to "negligently" for failures to file statements, reports containing false information, or material omissions of fact.

Authorizes the state ethics commission to assess administrative fines of up to $1,000 per violation either through a formal hearing or through a settlement agreement that includes payment of fines or restitution.

Allows the state ethics commission to resolve alleged violations before completion of the contested case process when both parties agree to settlement.

Takes effect upon approval.
