Adds a new section to Chapter 269, Hawaii Revised Statutes requiring the Public Utilities Commission to consider improving electric power systems data access and transparency to empower ratepayers and enhance grid reliability.

Directs the Commission to balance consumer privacy, critical infrastructure security, grid modernization, and economic innovation when addressing data access and transparency.

Requires the Commission to enable ratepayers to access their own energy consumption and production data and authorize third-party data access through electronic signature.

Mandates increased publicly-available data on utility generation, transmission, and distribution systems, including third-party data on alternative energy generation or non-wire solutions.

Requires electric power systems data be provided in simple, electronic, machine-readable formats with temporal and geographic granularity; takes effect upon approval.
