Amends Section 10-5 of Hawaii Revised Statutes to require the board of trustees to approve or disapprove and directly supervise the chief financial officer, director of human resources, and attorney.

Amends Section 10-12 to require the administrator to appoint the chief financial officer, director of human resources, and attorney subject to board approval.

Provides that the chief financial officer, director of human resources, and attorney serve under the supervision and at the pleasure of the board, or as otherwise determined by the board.

Maintains that other officers and employees of the Office of Hawaiian Affairs may be hired by the administrator without regard to civil service requirements and serve at the administrator's pleasure.
