Amends the definition of "agency" in Hawaii Revised Statutes Section 92F-3 to include the nonadministrative functions of the state courts.

Removes the previous exemption that excluded nonadministrative court functions from the Uniform Information Practices Act's public records requirements.

Makes court nonadministrative functions subject to public records disclosure obligations and procedures under the Uniform Information Practices Act.

Takes effect upon approval.
