Requires express carrier companies, common carriers, contract carriers, and other persons transporting liquor from outside Hawaii to file monthly reports with each county's liquor commission or liquor control adjudication board where deliveries occur.

Report must include the carrier's name, shipment period, consignor name and address, consignee names and addresses, package weights, unique tracking numbers, and delivery dates.

Exempts shipments to recipients holding class 1 manufacturer licenses or class 3 wholesale dealer licenses from the reporting requirement.

Reports are subject to Hawaii's public records law (Chapter 92F) and county liquor boards may share reports with other departments or agencies.

Effective date of July 1, 2030.
