Requires the Governor to enter into negotiations with the United States Department of Energy to establish a national laboratory in Hawaii.

Governor must submit a status report to the legislature no later than twenty days prior to the convening of regular sessions in 2020, 2021, 2022, 2023, and 2024 detailing negotiation progress and any agreement terms.

Any agreement to establish a national laboratory in Hawaii is subject to legislative approval.

Acknowledges that the U.S. Department of Energy's seventeen national laboratories have served as leading institutions for scientific innovation for over seventy years and possess unique research facilities.
