Amends Hawaii Revised Statutes Section 431M-4 to add "assisted community treatment" as a covered insurance benefit, requiring health plans to cover costs for licensed psychiatrists or mental health professionals preparing certificates of examination for assisted community treatment petitions and hearings.

Covers costs incurred by licensed psychiatrists in conducting psychiatric examinations or presenting examination findings at assisted community treatment hearings pursuant to Section 334-126(h).

Establishes an assisted community treatment benefits task force within the Department of Health with representatives from the Department of Human Services, homelessness advocacy groups, mental health advocacy groups, and substance abuse treatment advocacy groups to investigate payment and costs related to assisted community treatment.

Task force required to submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days prior to the 2020 regular session convening, covering cost analysis, delivery mechanisms, and grant mechanisms for assisted community treatment services.

Act takes effect July 1, 2050.
