Amends Hawaii's prevailing wage law (Little Davis-Bacon Act) to recognize "foreperson" as a separate wage classification for public works projects when requested by an organization with a collective bargaining agreement.

Requires that when the foreperson classification is recognized, the basic hourly rate and requirements must follow the terms specified in the collective bargaining agreement for that trade.

Defines "foreperson" as a skilled person employed to supervise personnel working in construction areas.

Allows organizations to request foreperson classification recognition by submitting their individual collective bargaining agreement and making a specific request to the director.

Takes effect on January 1, 2051.
