Appropriates $250,000 from general revenues for fiscal year 2019-2020 to the Department of Land and Natural Resources to develop a plan for creating a coastal hiking trail on Oahu.

Proposed trail route runs from Malaekahana State Park along the coast to Turtle Bay Resort, passing makai of the James Campbell National Wildlife Refuge, then continues from Kawela Bay along the Waialee coast to Sunset Beach.

Addresses the legislature's finding that the Na Ala Hele trail system, established in 1988, needs to maintain public access to pristine coastlines and recreational areas.

Takes effect on December 31, 2050.
