Amends Section 329-104, Hawaii Revised Statutes, to expand disclosure of confidential Electronic Prescription Accountability System information to additional authorized entities.

Adds authorized employees of the State Department of Health Alcohol and Drug Abuse Division and Emergency Medical Services and Injury Prevention Systems Branch as eligible recipients of prescription monitoring data.

Adds the United States Department of Defense health agency prescription monitoring program as an authorized recipient of prescription monitoring information.

Maintains existing disclosure restrictions requiring secure transmission of information and existing authorization categories for law enforcement, healthcare registrants, pharmacists, and other state prescription-monitoring programs.

Takes effect on July 1, 2019.
