Requires the Department of Health to collaborate with the U.S. Army Corps of Engineers, Department of Land and Natural Resources, City and County of Honolulu, University of Hawaii, and an Aha Moku Advisory Committee representative to research and develop a plan for increased water circulation in Pokai Bay on Oahu's leeward coast.

Directs the Department of Health and collaborators to conduct a study of Pokai Bay and activities affecting it to identify land-based sources of marine contaminants or pollutants flowing from land to ocean.

Requires the Department of Health to submit a report detailing collaborative activities, significant findings, cost estimates, and any proposed legislation to the legislature no later than twenty days prior to the 2020 regular session.

Addresses pollution concerns in Pokai Bay from multiple sources including runoff from streets and parking lots, illegal dumping, and petrochemical pollutants that have resulted in tar balls on the beach.

Takes effect on December 31, 2050.
