Establishes the Hawaii three to six out-of-school program within the department of education's community engagement branch for grades kindergarten through twelve, operating during after-school hours, weekends, and inter-sessions at public schools and charter schools.

Creates the Hawaii three to six out-of-school program special fund to be administered by the department of education, funded through legislative appropriations, federal grants, private entities, nonprofit organizations, and fees collected from student participants.

Authorizes the department to contract with private providers to furnish out-of-school programs and seek matching funding from the private sector to supplement state appropriations.

Appropriates funds for fiscal years 2019-2020 and 2020-2021, with ten percent of appropriated funds designated for state administrative duties, technical assistance, program evaluations, and data collection; career and technical education programs receive highest priority for fund allocation.

Takes effect July 1, 2050.
