Amends Section 132D-16.5 of Hawaii Revised Statutes to correct labeling requirements for display fireworks, including shells, mines, comets, and multiple tube devices such as cakes and roman candle batteries.

Requires each firework device to bear a permanent label with the licensee's name, address, contact information (phone or email), and the manufacturer's name and business address, approved by the state fire council.

Changes labeling dimension requirement from "nine inches by nine inches" to "nine square inches" to accommodate smaller firework devices while maintaining readability standards.

Maintains existing standards requiring printed numerals and letters to be at least one-eighth inch high and printed in contrasting colors within a borderline.

Takes effect upon approval.
