SB1522 Summary

• Statutorily establishes the Hawaii Keiki: Healthy and Ready to Learn Program within the Department of Education to provide school-based health services in collaboration with the Department of Health, Department of Human Services, and University of Hawaii.

• Creates the Hawaii Keiki: Healthy and Ready to Learn Program Special Fund to support program operations, funded through legislative appropriations, federal/state grants, private funding, federal reimbursements, and interest earnings.

• Excludes the special fund from central service expense assessments under section 36-27, Hawaii Revised Statutes.

• Appropriates funds for fiscal years 2019-2020 and 2020-2021 for school health services coordinators in the Departments of Health and Human Services, an evidence-based vision screening tool for K-12 students, and program implementation and expansion.

• Amends section 302A-853 to permit advanced practice registered nurses to prescribe medication that school health aides may administer, and allows the Hawaii Keiki program to approve medication administration in schools.
