Permanently requires home care agencies in Hawaii to be licensed by the Department of Health by removing the sunset clause that was scheduled to repeal licensure requirements on June 30, 2019.

Maintains existing licensure requirements including background checks on home care operators and workers and minimum standards for home care service provision.

Repeals the scheduled June 30, 2019 repeal date of Act 21 from Special Session Laws of Hawaii 2009, making home care agency licensure requirements permanent.

Takes effect on June 29, 2019, one day before the original sunset date was scheduled to occur.
