Appropriates funds from general revenues for fiscal years 2019-2020 and 2020-2021 to enhance the DLNRTip app, a smartphone application that allows anonymous reporting of violations on Hawaii public lands.

Funds one full-time equivalent DLNRTip app administrator position to manage the application and reports.

Provides funding for software upgrades and app enhancements including geotagging, two-way messaging, data analysis capabilities, and emergency alerts.

Aims to improve the Department of Land and Natural Resources' ability to track and respond to violations on the 1,300,000 acres of public lands and 3,000,000 acres of state ocean waters under its jurisdiction.

Takes effect July 1, 2049.
