Establishes a nine-member Tax Advisory Commission placed in the Department of Taxation for administrative purposes to provide private sector expertise and make the tax system more user-friendly.

Commission membership includes two representatives from the Hawaii Society of Certified Public Accountants, one from the Council on Revenues, two from the Hawaii Chamber of Commerce, two at-large members, and two at-large members nominated by the Senate President and House Speaker.

Members are appointed by the governor with Senate advice and consent, serve four-year terms beginning July 1, and receive no compensation but are reimbursed for actual expenses.

Commission duties include reviewing and improving Department of Taxation policies and procedures, evaluating resource efficiency, assessing the tax computer system and forms, improving compliance, and making legislation and policy recommendations.

Commission shall meet quarterly with the Director of Taxation and submit annual reports with findings and recommendations to the legislature no later than twenty days before each regular session; effective July 1, 2050.
