Appropriates general revenue funds to the Department of Public Safety for fiscal year 2019-2020 to contract with the Social Science Research Institute at the University of Hawaii at Manoa for evidence-based research and data collection.

Establishes that the appropriated funds shall be used by the Department of Public Safety to research and collect data through the contracted institute.

Recognizes that the Department of Public Safety previously had an ongoing working relationship with the Social Science Research Institute that recently terminated and needs to be re-established.

Takes effect on July 1, 2050 (note: the specific dollar amount of the appropriation is blank in the bill text).
