Authorizes the use of consumer fireworks, aerial devices, display fireworks, and pyrotechnic articles in movie, television, and theatrical productions upon issuance of a valid county permit under section 132D-10.

Permits law enforcement agencies with authority to enforce fireworks laws to test, dispose of, or destroy illegal or unwanted fireworks.

Adds two new exceptions to Hawaii's fireworks prohibitions in section 132D-6 while maintaining existing exceptions for governmental and private agencies using flares, noisemakers, or signals for safety and business purposes.

Takes effect upon approval.
