Reduces the timeframe for intake service centers to conduct pretrial risk assessments and prepare bail reports from three working days to two working days of admission to a community correctional center.

Requires bail reports to include a complete copy of the pretrial risk assessment with scored items, total score, administrative scoring overrides, and written explanations for any overrides applied.

Expands pretrial risk assessment criteria to include risk of violence or harm to any person or the general public, in addition to existing flight risk and criminal conduct risk factors.

Mandates inquiry into defendant's financial circumstances and inclusion of that information in the bail report.

Requires pretrial risk assessment tools and procedures to be periodically reviewed and validated at least every five years, with findings publicly reported.
