Prohibits state agencies from using state funds to purchase beverages in plastic bottles or rigid plastic containers, effective upon approval.

Establishes five exceptions to the prohibition: public health emergencies, cross-contamination risks, licensed blind vendor program purchases, wildland firefighter water purchases by the Department of Land and Natural Resources, and situations with no reasonable alternatives such as large public events.

Defines "plastic bottle" and "rigid plastic container" by reference to section 342H-41 and specifies "state funds" includes money from the state treasury, special funds, and appropriated money transferred to state agencies.

Applies to all state departments, divisions, agencies, offices, boards, commissions, bureaus, and councils.
