Permanently reinstates liability protections for county lifeguards and employing counties that were previously repealed on June 30, 2017.

Exempts county lifeguards, their employing counties, and the State from civil liability for acts or omissions while providing rescue, resuscitative, or lifeguard services on beaches or in the ocean within the scope of employment.

Exception to liability shield does not apply when civil damages claims arise from a lifeguard's gross negligence or wanton act or omission.

Takes effect upon approval and does not affect rights, duties, or proceedings that began before the effective date.
