Creates a county education task force to establish a process for transferring jurisdiction over all public schools, including state education functions and funding, from the State to individual counties.

Task force to be chaired by the superintendent of education and composed of representatives from the department of education, board of education, University of Hawaii, state finance director, county finance directors, legislature, and county mayors, plus the Hawaii state teachers association president.

Task force shall develop transfer process recommendations including: handling of appropriations and contracts, federal and state funding allocation, county governance structures, charter school transitions, funding formulas, and any necessary constitutional amendments.

Superintendent of education must submit task force findings and legislative recommendations to the legislature no later than twenty days before the 2021 regular session convenes.

Task force dissolves on June 30, 2024, with the Act becoming effective July 1, 2050.
