Amends Hawaii Revised Statutes Section 602-55 to authorize the Chief Justice to designate circuit court judges, retired intermediate appellate judges, or retired supreme court justices as substitute judges on the Intermediate Court of Appeals.

Allows substitute judge designations when there is a vacancy or insufficient available intermediate appellate judges due to disqualification.

Requires substitute judges to not be actively engaged in the practice of law while serving temporarily.

Mandates that substitute judges receive per diem compensation equivalent to the pay rate of associate intermediate appellate judges.

Takes effect upon approval.
