Codifies reporting and accountability procedures for the Department of Budget and Finance to provide annual accounting of all public land trust receipts by January 1 of each year, including detailed breakdowns of gross amounts, transfers to the Office of Hawaiian Affairs, amounts retained by the State, and land parcels involved.

Requires the University of Hawaii and all other state agencies collecting public land trust receipts to report all receipts, including those agencies believe may not be subject to the Office of Hawaiian Affairs' pro rata share.

Mandates the Department of Budget and Finance consult with the Office of Hawaiian Affairs in determining accounting methods and allow the office at least 30 days to provide written response to draft reports, with responses published as addenda.

Establishes one full-time public land trust reporting and accountability officer position within the Department of Budget and Finance beginning in fiscal year 2020-2021 with appropriated funding through a separate budget line item.

Takes effect December 31, 2050.
